How Growth is Measured When Content Standards Change - In the 2012-13 school year, North Carolina implemented new, more rigorous content standards in all content areas. The assessments administered in the 2012-13 school year were aligned to these content standards. A document that outlines how growth is measured from one year to the next when content standards change, is available on the Educator Effectiveness website at http://www.ncpublicschools.org/effectiveness-model/evaas/resources/.

Information about NC Final Exams - Since the release of the value-added data, districts have been inquiring about how DPI will be moving forward with the assessments that could not be used for value-added modeling. May 9, 2013 Update

AP/IB Courses and Common Exams
All AP/IB courses are exempt from Common Exams this semester. Even if a course counts toward graduation requirements, such as AP US History or AP English Language, students do not have to take a Common Exam. DPI will be piloting a process for teacher effectiveness regarding AP/IB courses in Fall 2013.

May 7, 2013 Update

On Thursday, May 2, 2013, the State Board of Education passed policy changes to the Educator Effectiveness policy. Here are the changes that are in effect for the 2012-2013 school year:

Standard Six:
For the 2012-13 school year, Standard Six will only be based on a teacher's individual value-added score. There will no longer be a 70% teacher-level and 30% school-level value-added mix. Through the administration of End-of-Grade, End-of-Course, Career and Technical Education Post-Assessments, and Common Exams, about 65 – 70% of NC's teachers will have an individual value-added score. For the remaining teachers (for example, K-3, the Arts), the school-wide growth value-added score will determine their Standard Six ratings; however, the data will not count as "year one" of the three-year average for them. Their first year of data will be when they have data on the growth of their own students in their content area.

Standard Eight:
In the 2011-12 school year, principals and assistant principals received Standard Eight ratings based on school-wide growth scores that included the results from End-of-Grade and End-of-Course exams. For the 2012-13 school year, Standard Eight ratings will be based on school-wide growth scores that include the End-of-Grade, End-of-Course, Career and Technical Education Post-Assessments, and Common Exams. This change makes the Standard Eight rating more reflective of the growth across the entire school.

March 5, 2013 Update - Released Constructed Response Items from Fall 2012 Common Exams

The NCDPI has released the following constructed response items from the fall 2012 administrations of the Measures of Student Learning (MSL) Common Exams. These test items may be used by school systems to help acquaint students with constructed response items on the MSLs. These materials must not be used for personal or financial gain.

March 1, 2013 Update - Educator Effectiveness Website:

We have recently made some changes to the NC Public Schools website. All of the information that you used to find at http://www.ncpublicschools.org/educatoreffect/ can now be found at http://www.ncpublicschools.org/effectiveness-model/. The educatoreffectiveness@dpi.nc.gov email address remains the same.

Anyone who visits the old http://www.ncpublicschools/org/educatoreffect/ site will be automatically directed to the new site. However, anyone who visits one of the subpages of the older site will receive a 404 error that the page has been removed. Please let folks know that all the information is still posted online; they just need to visit http://www.ncpublicschools.org/effectiveness-model/ and then navigate to their desired page (i.e. EVAAS, Common Exam assessment specifications, etc.)

February 21, 2013 - Sharing Best Practices around Common Exams
The North Carolina Department of Public Instruction is offering an opportunity for local school districts to learn best practices from one another around the development and implementation of Common Exams. Central Office personnel working on Educator Effectiveness (human resources, testing and curriculum and instruction directors and/or appointees) are invited to join Tammy Howard, Director of Accountability Services, along with testing directors from three local districts who administered the exams for first semester, for a Sharing Best Practices around Common Exams webinar. Dr. Howard and her colleagues will share best practices and lessons learned from the field among those who have administered the first round.

Specification files are now available for the Common Core-aligned high school math exams, Discrete Math (exam will not be administered until 2013-14), elementary and middle school social studies, and elementary and middle school science. We also updated the rest of the specifications documents to be more clear about the amount of time for testing.

November 10, 2012 - Email update from Jennifer Preston

On Friday, the twenty-two high school Common Exams were sent via secure shell to districts and charter schools participating in fall administration. During this coming week, we will send modified forms of all the exams (with the large-print/one item per page modifications already built in).

This superintendents' memo outlined the 2011 deadlines for submission of summary ratings on the online education evaluation system, the aggregation of teacher and administrator ratings in order to meet federal reporting requirements, and the timeline for roll-out of the sixth and eighth standards.

This superintendents' memo provided information about the annual evaluation requirement for 2011 - 2012, as well as the abbreviated evaluation option for career-status teachers. The memo also provided more information about the sixth and eighth standards.

This superintendents' memo serves as reminder about the January 20, 2012 release date for the educator effectiveness data. The memo includes directions on how principals can access their school data in the online NCEES tool.

Measures of Student Learning:

Measures of Student Learning (MSLs), sometimes called common exams, are a shared way to gauge student growth in all currently non-tested grades and subjects in the Common Core State Standards for Math and ELA and in the NC Essential Standards. While these measures will be used statewide, they are not the same as our statewide summative assessments in the NC Testing Program: the End-of-Grade and End-of-Course assessments. Districts and charter schools will have flexibility to decide how to use the MSLs as part of students grades.

The State Board of Education will NOT collect or publish the results of the MSLs, although the NCDPI will assist with scoring and data analysis. Eight hundred North Carolina teachers from more than 100 LEAs and 10 charter schools are involved in the design process for the Measures of Student Learning. The design group members began their work in October and will continue to provide feedback for the remainder of 2011-12 school year. NC will implement the MSLs statewide during the 2012-13 school year.
